Director of Central Maintenance & Wired Utilities
Position Description: Under the direction of the Mayor, this position is highly responsible manager who shall plan, organize, direct and control all aspects of the Central Municipal Maintenance Department operations, inclusive of building maintenance, plumbing, heating and air conditioning, electric as well as building security, grounds, construction projects and all other facility related management for Town/School building and properties. The position also oversees the Town’s Forestry Division. In addition, this position is responsible for management and oversight of the Town’s wired utilities including streetlights, municipal fiber and any other additional utilities. Directs subordinates and ensures compliance with proper procedures, codes and regulations in performances of duties. In essence the Director shall be responsible for all routine preventive and extraordinary maintenance and upkeep of the school buildings and grounds as well as all other municipal buildings, grounds and recreational facilities.
Essential Functions:
Manages and performs all work related to the maintenance of Town and School buildings, including but not limited to HVAC, plumbing, electrical, custodial, snow removal and security of said buildings; manages and oversees all Town and School grounds and parks; responsible for management and oversight of the Town’s forestry and Conservation programs; supervises all facilities maintenance and custodial employees as well as all vendors and/or persons who may work for the department on a contractual basis; supervises all renovations and additions to Town and School facilities; maintains all equipment on grounds by closely monitoring equipment and completing necessary testing and maintenance; oversees and provides for the custodial needs of all buildings; keeps buildings safe by ensuring that all provisions and requirements of applicable buildings codes are met; responsible for the procurement of energy for the city including electricity, solar, and natural gas and the negotiation of favorable contract terms. Acts as liaison with utility providers; evaluates and adjusts energy expenditures including the installation of “greener” appliances and fixtures to reduce energy output while advising staff on how to reduce utility bills, with particular interest directed to sustainability; develops, recommends and defends department budget requests before the Mayor and Town Council; authorizes and expends funds consistent with Town policies and procedures; monitor budgets to ensure compliance with approved levels and take corrective action as required; supervises department staff directly or through subordinates; selects, counsels and disciplines staff, subject to Town policies and procedures and labor contracts; evaluates staff and recommends changes to meet goals and objectives; responsible for oversight and management of Town-owned wired utilities, including but not limited to streetlights and municipal fiber networks; works in consultation with the IT Department to develop and implement a municipal network to serve the residents of West Springfield and assumes management of this utility when the project is completed; performs other related duties as required.
Qualifications
Bachelor’s Degree or master craftsman’s level of trade knowledge: three to five (3-5) years of experience with building maintenance trades such as plumbing, carpentry or building maintenance/repair work with at least five (5) years of demonstrated supervisory skills or any equivalent combination of related education and experience that enables performing all essential functions of the position. Required to respond to or be on-call for emergency situations outside of normal work hours. Class D motor vehicle operator’s license required. Grant writing skills preferred.
Special Requirements: Valid Class D Motor Vehicle Driver’s License. Must have a vehicle and ability to drive to remote locations to provide onsite support.
Knowledge, Abilities and Skill:
Leader, management and supervisory skills: able to organize, plan and carry out plans timely. Strong interpersonal skills including an overall client service attitude. Able to effectively interface with diverse groups; able to prioritize and explain priorities with competing goals/interests of each group. Able to negotiate effectively with internal and external groups. Excellent public presentation skills are required to effectively advocate for the needs of Town/School buildings. Ability to communicate effectively with others.
Able to focus on the resolution of building and grounds related issues. Able to set and meet objectives of complex organization. Able to conceptualize and operationalize goals and objectives for the department with a focus on preventative maintenance. Able to manage multiple projects simultaneously with required attention to detail.
Knowledge of routine and preventive maintenance, work order system development, capital assessment and planning, scheduling, estimating, procurement, the management of complex HVAC systems and controls. Energy efficient operation of facilities should be a priority. Understanding of the role of labor unions and ability to work effectively with a union workforce. Experience evaluating and managing contract labor and the contractual requirements of these resources. Working knowledge of Massachusetts procurement laws included M.G.L. Chapter 149, Chapter 30B and Chapter 7.

Financial management skills, including a solid foundation in cost accounting, budget preparation, and capital budgeting. Working knowledge with AHERA, NFPA, OSHA, DEP, building codes, handicap accessibility regulations, energy codes and other government regulations related to buildings and systems is highly desired. Ability to understand building plans and blueprints. Proficiency with computers and various software management systems.
