Performs responsible building and grounds management and maintenance work involving the upkeep, repair, renovation, and construction of all Town buildings, athletic fields, outdoor recreational areas and aquatics facilities.
• Work involves the supervision of staff, overseeing contractors, and managing energy costs. Duties include planning, organizing, and prioritizing work. This employee has the responsibility of making difficult technical decisions involving troubleshooting, maintenance and operational problems. The work requires that the employee have considerable knowledge, skill and ability in all phases of public building and grounds maintenance and operation. Responds to building and or grounds emergencies on a 24/7 basis.SUPERVISION RECEIVED Works under the direction of the Deputy Director of Public Works or Designee.
SUPERVISION EXERCISED Supervises a group of skilled and unskilled workers.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Plans and directs the work activities and objectives of a work group, including Custodians, Tradesmen, Building Maintainers, carpenters and laborers in maintaining all Town buildings, parks and athletic fields. Establishes priorities to meet preventive maintenance schedules, cleaning schedules, renovation projects, athletic field and parks maintenance and seasonal or emergency needs.
• Oversees in-house staff and subcontractors in performing technical maintenance, repair, and renovations on Town facilities. Establishes standard contracts with vendors and evaluates their performance.
• Gathers and analyzes information, determines recommendations, and prepares reports. Determines operating procedures and recommends operating policies. Develops maintenance and improvement plans to systematically improve operations and facilities.
• Counsels employees and provides training. Administers union contract language and takes minor disciplinary measures. Recommends applicants for hiring. Assures safe work practices. Evaluates employee performance.
• Troubleshoots mechanical and operational problems. Supervises electrical, plumbing, and HVAC construction and major repairs. Estimates costs and develops detailed project plans and specifications.
• Develops plans for building renovations, such as new office space. Inventories the space usage by each department and monitors space needs. Monitors the Town’s use of energy for heating, cooling and electricity and recommends measures for cost reduction. Develops annual budget recommendations, including capital improvements to Town buildings. Overseas and monitors budget expenditures.
• Manages and oversees all building systems, such as heating, cooling, circulation, and the electrical system. Responds to emergencies.KNOWLEDGE, SKILLS, AND ABILITIES
• Considerable knowledge in building and grounds maintenance and repair procedures and practices, including carpentry, plumbing, electrical, HVAC, and related areas.
• Considerable knowledge of public administration principles and practices as applied to the operations of a building and grounds maintenance programs.
• Considerable knowledge of the equipment, tools, materials and procedures used in building and grounds maintenance, building operations systems, and building renovation and construction.
• Considerable knowledge in identifying and managing abatement of hazardous building materials.
• Considerable ability to communicate orally and to lead others in operational work groups. Good writing ability.
• Considerable ability to establish and maintain effective working relationships with municipal officials, subordinates, coworkers, vendors, contractors, and the general public.
• Considerable ability to manage building renovation and construction projects, including developing building plans, obtaining contractors, and inspecting the work of contractors.
• Considerable knowledge in athletic field maintenance and reconstruction.QUALIFICATIONS A bachelor’s degree, preferably in mechanical engineering, or construction management, and five years of progressively responsible experience in building maintenance and/or construction, including one year in a supervisory capacity, or an equivalent combination qualifying education or experience.
SPECIAL REQUIREMENTS Must have a valid Connecticut driver’s license.
TOOLS AND EQUIPMENT USED Personal computer, motor vehicle.

Position requires ability to write routine reports and correspondence and effectively present information in one-on-one and small group situations. Must be able to define problems, collect data, establish facts and draw valid conclusions and deal with concrete variables.
WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of the job, the employee frequently works in outside weather conditions inspecting various work projects and facilities. The employee occasionally works near moving mechanical parts and in precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals. Some work is performed in an office setting. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.
