    Purpose: To oversee and accurately manage the safe and efficient operation of the school facilities and oversight of the transportation program.

    Duties and Responsibilities:

    •Assists in the development of recommendations for appropriate facilities related policies to provide for the most cost-effective management of facilities related matter and services necessary to a productive teaching and learning environment in the District.

    •Oversees contracted custodial staff to maintain the cleanliness of buildings, including use of checklists for recurring duties, training of staff as needed, and regular quality assurance observations to ensure that highest standards of cleanliness are met. Works cooperatively with various organizations concerned with facilities and grounds issues, including all local, state and federal regulatory agencies, boards and commissions.

    •Develops and implements the District preventative maintenance program for district facilities and grounds and oversees the management of all facilities and grounds, including negotiating and supervising contractors regarding construction and major repairs to district facilities and buildings, as directed by the Director of Finance and Operations.

    •Recommends the strategic facility and grounds planning activities of the District, including supervision of the implementation of such plans, at the direction of the Director of Finance and Operations. Prepares and maintains a facility and grounds equipment long-range capital plan.

    •Serves as the on-call lead for after-hours facilities-related emergencies and response to weather events.

    •Coordinates all custodial staffing assignments for special events and facilities rental activities.

    •Serves in a hands-on role to preliminary diagnose facility and grounds problems, provides prescriptive strategies to address such problems, and supervises the implementation of the prescriptive plans and staff, to best solve the problem.

    •Supervises and directs the maintenance of necessary records, including contracts, financial account, budgets, audits, purchasing, federal, state and local reports related to district facilities and grounds.

    •Serves as the AHERA (Asbestos) Designee for the District.

    •Manages purchasing for maintenance needs and develops a coordinated inventory control program for all areas of the department.

    •Coordinates responses to reports from building inspector, health inspector, fire department, boiler inspector, and other inspectors and agencies.

    •Oversees the transportation program for the district, including setting bus routes, responding to complaints, communicating with the transportation contractor, coordinating with the Director of Special Education on special education transportation planning; and devising policies and procedures for efficient and safe transportation practices.

    •Serves as a voting member of the School Building Committee, and attends regularly scheduled meetings, as necessary. Assists in the preparation of requested MSBA documents, as needed.

    •Conducts other staff duties and responsibilities as directed by the Director of Finance and Operations; and any other staff function required by the District.

    Job Requirements

    • Qualifications:
      •Associate’s Degree in Business preferred, but not required
      •Three to five years related experience
      •Knowledge of Massachusetts’ Procurement Laws, OSHA laws and regulations and AHERA (Asbestos) regulations
      •Proven knowledge of buildings and grounds planning/management, oversight of facilities, negotiation and supervision of contractors, and authorship of bid specifications related to facility needs
      •Current MA Construction Supervisor or trade license preferred
      •Must be comfortable using a web based system for preventive maintenance and repair and be able to develop and implement effective systems for ongoing assessment, monitoring and reporting
      •Excellent interpersonal and communication skills to interact with diverse staff and constituents
      •High proficiency in verbal and written communication, excellent analytical, organizational, problem solving and decision-making skills
      •Must use excellent judgment at all times, be able to work well, both as part of a team and independently.
      •Ability to provide flexible and adaptable work schedule
      •Uses technology/software to manage all aspects of facilities oversight (e.g., MS Office, procurement/budget, security systems, and mechanical controls)

      •The work environment includes indoor office environments or comparable spaces, and outdoor areas at each site with frequent exposure to outdoor weather when traveling.
