FACILITIES MANAGER – NORTHBOROUGH PUBLIC SCHOOLS

    GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
    Under the supervision of the Superintendent of Schools or designee, plans, operates, maintains and oversees the Northborough Public Schools’ buildings and grounds, mechanical and electrical systems, custodial and maintenance staff, and other related services in the District.
    ESSENTIAL JOB FUNCTIONS:
    Oversees the planning, operation and maintenance of the facilities.
    Supervises custodial staff and ensures proper building maintenance and cleanliness for the purpose of providing sanitary, safe, secure and attractive learning environments.
    Oversees and directs maintenance and custodial activities at all schools.
    Assists the business office in the procurement of custodial supplies, maintenance and transportation contracts.
    Assists in the development of yearly financial and capital project requests for building maintenance and improvements including a capital improvement plan and a facilities plan.
    Prepares and maintains budget line items specific to maintenance and custodial purchases.
    Manages utility costs and energy conservation efforts on a proactive basis.
    Organizes, implements, and maintains a program of preventative maintenance.
    Arranges professional development for custodial and maintenance personnel.
    Supervises and inspects improvement and renovation work performed by outside contractors.
    Works in collaboration with District personnel to implement improvements related to infrastructure and technology.
    Oversees implementation of asbestos abatement plans, lead abatement plans, water regulation compliance and any other mandated compliance issues.
    Serves on District and/or Town committees at the direction of the Superintendent of Schools.
    Coordinates and oversees building related service problems including security and fire alarm calls, snow and ice operations, power outages, vandalism, and general building operations required on a 24 hour per day emergency basis.
    Works with the Department of Public Works and the appropriate building personnel to plan for the maintenance of grounds and fields.
    Completes all other assignments as requested by the Superintendent of Schools or designee.
    MINIMUM QUALIFICATIONS:
    Training and Experience:
    Appropriate education and work related experience to reflect knowledge in building/plant operations.
    Massachusetts Facilities Administrators Association (MFAA) certification preferred.
    Must possess a valid driver’s license.
    Any or all other trade licenses preferred.
    Massachusetts Certified Public Purchasing Official desirable but not required.
    Special Requirements:
    Ability to communicate effectively and respectfully.
    Ability to work independently with minimal supervision.
    Ability to work with students, staff and public.
    Ability to solve challenging situations.
    Ability to manage complex projects and multiple deadlines.
    Knowledge of building codes, heating, ventilation and air conditioning systems, and hazardous materials requirements.
    Knowledge of Massachusetts procurement laws.
    Skilled as a supervisor and evaluator of custodial and maintenance staff.
    Physical Qualifications:
    Must be able to walk, climb, stoop, reach and bend as well as climb and work on ladders.
    Must be able to lift up to 50 pounds and occasionally move or lift up to 75 pounds.
    SUPERVISION RECEIVED: Reports to the Superintendent of Schools or designee.
    SUPERVISION EXERCISED: Supervises custodial and maintenance staff.
    EVALUATION: The Facility Manager is evaluated by the Superintendent of Schools or designee.
