TITLE: Director of Facilities and GroundsREPORTS TO: Superintendent of Schools
SALARY: Individual Contract
MINIMUM QUALIFICATIONS:
Five years of experience in Facilities Management and Construction
Supervisory experience or any combination of education, experience and skills that the Superintendent deems acceptable
Valid Massachusetts Drivers License
Certified Facility Administrator (CFA), Mass. Certified Public Purchasing Official (MCPPO) required or ability to earn within one year of start date, and OSHA 30 are desirable
Must be able to create, manage, and present the Facilities and Grounds budget to various stakeholders
Emergency response availabilityPOSITION SUMMARY:
The Director of Facilities and Grounds supports the academic mission of the Stoughton Public Schools by overseeing the planning, operation, and maintenance of all school facilities and grounds to meet the changing needs of our school community. Supervises custodial and maintenance staff and administrative assistant. The Town of Stoughton is currently in the new school building planning process with the MSBA, and the successful candidate will be appointed to the School Building Committee.
ESSENTIAL DUTIES:
Provide oversight of new construction and renovation projects.
Oversee the building automation and energy management programs, preventive maintenance and associated service contracts, utility systems and school assets.
Review work in progress and assure proper completion of work orders, contracts and new capital construction projects.
Oversee through subordinate managers and outside contractors the overall upkeep, maintenance, cleaning and repair of all school buildings and grounds.
Oversee through the subordinate manager the accountability and stewardship of school resources and the development of systems and procedures to protect school assets.
Facilities Troubleshooting: Analyze technical and operational problems and devise technical solutions or processes to address those problems. This could involve a wide range of issues relating to site and utilities, building envelope, machinery and equipment, mechanicals, environmental issues, building code and regulatory issues.
Champion, implement and maintain sustainable (“green”) facilities management practices, such as energy conservation, wastewater management, recycling, and use of green cleaning, maintenance and groundskeeping materials.
Read and interpret building plans, blueprints and specifications and assure conformance with building and safety codes, regulations and requirements.
Prepare and maintain records, files, logs and reports related to personnel, inventory, supplies, work requests, work performed, vandalism, and safety issues using each school’s maintenance management software programs.
Assist in the development and implementation of the Capital Improvement Plan.
Interface with local community activities, town agencies and member communities’ fire and police departments.
Facilitate soliciting of service contracts, design and construction services and other as-needed consultants.
Manage, monitor and report on annual operating costs and budget expenditures for all support services.
Manage and follow-up on purchase orders to assure timely and proper payment for supplies and services purchased; maintain a minimum par level on all supplies through the P.O. and order process.
Supervise and evaluate the performance of assigned staff; oversee training and development of facilities staff.
Attendance required at evening meetings.
Perform other such duties as may be assigned.ADDITIONAL QUALIFICATIONS:
Associates Degree in Civil Engineering, Construction Management or a related field preferred
Knowledge of construction and design services contract administration procedures
Experience with MSBA building process highly desirable
Working knowledge of electrical, HVAC
Experience implementing and maintaining sustainable and green facilities management practices
Substantial technical and administrative skills and knowledge, including cost management, risk management and computerized maintenance management systems
Knowledge of facilities, innovative building systems, construction, IT terminology, OSHA regulations, building codes, legal compliance regulations, environmental agency requirements and safety standards
Certified Facility Administrator (CFA), Mass. Certified Public Purchasing Official (MCPPO) required or ability to earn within one year of start date, and OSHA 30 are desirable
Knowledge of MA procurement laws, bid specification preparation, prevailing wage laws, right-to-know and CommBuys process
Strong organizational, managerial and problem-solving skills

Ability to operate a keyboard and calculator at efficient speed and to view computer screens for extended periods of time. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials, and tasks.
SENSORY REQUIREMENTS:
Most tasks require visual perception and discrimination and the ability to distinguish color. The employee must be able to input information into a computer, read material from a computer monitor as well as printed matter with or without visual aids. The employee must be able to communicate effectively with other staff members in order to exchange accurate information.
WORK ENVIRONMENT:
The noise level in this environment ranges from quiet to loud. The employee must be able to drive their own vehicle to all Stoughton school buildings and municipal town offices. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
