    Director of Building Maintenance/Clerk of the Works Building Department

    Responsibilities: The purpose of this position is to plan, organize and direct maintenance operations and to provide clean, safe and serviceable space for all municipal departments and employees and to maintain and protect the City’s investment in real property. This is accomplished by managing all construction, maintenance, and repair activities, for all City buildings, exclusive of the School Department, coordinating department staff and contractors, procuring materials and supplies in support of department operations, and developing and coordinating the City’s Facility Capital Improvement Program. A Director of Building Maintenance/Clerk of the Works is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control. The Director of Maintenance/Clerk of the Works shall have charge of the maintenance and repair of all public buildings, except those that are under the jurisdiction of the School Department’s program. Subject to approval of the mayor and funding of City Council, Director of Maintenance/Clerk of the Works shall employ and supervise such personnel as may be necessary to carry out his or her duties and to and to maintain and operate the Department of Maintenance. The Director of Maintenance/Clerk of the Works shall have full responsibility for the oversight of all construction of, additions or alterations to, and repair of all non-School Department public buildings when work is performed by private vendors. As part of those functions, the Director of Maintenance/Clerk of the Works shall be required to be familiar with any of the contracts for such work and shall maintain daily log with pictorial evidence of the status of the project and other documentary evidence until completion of the project. Plans the Maintenance Department’s short and long-term work program. Coordinates requests for maintenance and repair work with the Building Maintenance Foreman. Consults with municipal officials, subject to the direction of the mayor, to develop and recommend schedule for major maintenance and repair efforts as well as to respond to their concerns. Develops preventative maintenance procedures and plans. Reviews and orders materials and supplies for building maintenance activities. Ensures that materials utilized comply with federal, state and municipal codes. Coordinates with vendor contractors on proposals and work requirements. Closely supervises and/or monitors the efforts of contracts while performing building maintenance and construction activities. Coordinates Capital Improvement Program projects with architects, engineers and other project consultants. Reviews drawings and specifications. Provides general supervision of design consultants, though design consultants remain responsible for their work. Assists in the procurement of required supplies. As part of those functions, the Director of Maintenance/Clerk of the Works shall be required to be familiar with any of the contracts for such work and shall maintain a daily log with pictorial evidence of the status of the project and other documentary evidence until completion of such projects. Supervises construction work crews at various locations. Ensures that all work is completed to specifications. Develops and implements a web-based computerized maintenance management system to track, execute and prioritize maintenance projects, including preventative maintenance and Department assets through an inventory control program. Is responsible for the preparation, documentation and compliance with the department’s annual operating budget. Interviews prospective employees and makes recommendations to the mayor. Answers to complaints, questions and concerns that are addressed to the Maintenance Department. Performs similar or related work as required, directed or as situation dictates.     Qualifications: Bachelor’s degree in building technology, facilities maintenance, engineering construction management or related field; seven years of experience in construction supervision or other similar position, of which three have been in a supervisory role; or any equivalent combination of education and experience. A valid motor vehicle operator’s license is required. Commonwealth of Massachusetts Construction Supervisor’s license. Must successfully pass a Criminal Offenders Records Information (CORI) and a pre-employment physical with drug and alcohol screening.
