The Town is seeking interested candidates for the full-time benefitted position of Supervisor Buildings & Grounds.The Supervisor of Buildings and Grounds is responsible for identifying, planning, scheduling, coordinating, managing and supervising all building maintenance related activities at all facilities under the jurisdiction of the Select Board, and providing building maintenance related assistance to the Park and Recreation Commission and the Board of Library Trustees.

SUPERVISORY OF BUILDINGS AND GROUNDS
SUPERVISION RECEIVED
The Supervisor of Buildings and Grounds works under the guidance of the Select Board and
Chief Administrative Officer.
SUPERVISION EXCERCISED
The Supervisor of Buildings and Grounds supervises the custodial and maintenance staff at all
town buildings and grounds.
OVERVIEW OF POSITION
The Select Board, acting through its department managers, is responsible for all maintenance
issues and energy usage issues regarding the Town Hall, the Police Station, the Fire station,
Public Works, the Transfer Station, the Town Beach, the Library, Parks and Recreation grounds,
and the Animal Control Shelter. The Supervisor of Buildings and Grounds, in coordination with
the department managers, is responsible for the maintenance, capital improvements, custodial
maintenance, energy usage, security and facility management of these buildings. The incumbent
works collaboratively with the CAO, the Police Chief, the Fire Chief, DPW Director and the
Library Trustees in these efforts.
The Supervisor of Buildings and Grounds is responsible for identifying, planning, scheduling,
coordinating, managing and supervising all building maintenance related activities at all facilities
under the jurisdiction of the Select Board, and providing building maintenance related assistance
to the Park and Recreation Commission and the Board of Library Trustees. In addition, this
position organizes and implements energy management plans for the facilities noted above.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This position will perform a varied number of tasks requiring considerable exercise of judgment
and initiative within the guidelines established by local and state laws. The essential functions or
duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the position
if the work is similar, related, or a logical assignment to the position.
1. Develops and implements a facility management system to include updated surveys,
historical data, type of construction, structural condition, HVAC/utility, plumbing,
lighting, security and cosmetic condition of buildings under the jurisdiction of the Select
Board and independent boards. Develops capital plans and construction management

plans for major building and system renovations and improvements; prepares capital
budget requirements for these plans.
2. Provides overall responsibility for the maintenance, utility usage and custodial care of
Town buildings and grounds. Prepares and oversees annual and capital budgets, directs
and controls annual expenditures within guidelines for the budget, maintains records on
all repairs equipment replacement and utilities costs, and maintains cost analysis of
building expenditures and yearly budgets for these buildings. Provides professional
advice and oversight on building issues to the Parks and Recreation Commission and
Board of Library Trustees for technical support on building maintenance issues. Prepares
long and short range strategic plans for facility maintenance and improvements on all
buildings under the jurisdiction of the Select Board.
3. Provides overall responsibility for managing energy and utility use in all Select Board
buildings. Determines, recommends and implements energy and utility management
plans and conservation measures consistent with building use in all Select Board
buildings. Develops energy management and conservation plans for various departments.
Creates energy cost guidelines for various departmental budgets.
4. Prepares bid specifications, analyzes bid submittals and makes award recommendations
for the procurement of goods and services in accordance with M.G.L. c. 30B, M.G.L. c.
149 and all other applicable laws and regulations. Prepares contract specifications,
analyzes proposals and makes award recommendations for repairs and maintenance in
accordance with all applicable laws and regulations and administers all repair,
maintenance, and service contracts. Oversees and serves as “owner’s representative” or
project manager on construction, renovation and repair projects when appropriate.
Responsible for compliance of prevailing wage law with associated record keeping
requirements, as provided by law.
5. Oversees the operations of the Town buildings and grounds; ensures safe and clean
facilities through proper daily maintenance (by contracted vendors and/or Town
employees); and oversees and directs repairs to existing buildings. Assists other
department heads in supervising and approving payments of all outside contractors
performing maintenance and repair work on said buildings.
6. Provides direct supervision of all Town buildings custodial/maintenance staff; conducts
performance evaluations; and arranges for in-service training for custodians and
maintenance personnel as needed to ensure that these employees have adequate
guidelines to perform their tasks in a effective and safe manner.
7. Inspects all Select Board buildings on a regular basis to determine that the high standards
of workmanship, cleanliness, safety and security are maintained. Coordinates security
and maintenance services for any and all uses of buildings up to and including 24 hours
per day as needed.

8. Endeavors to maintain the historical significance of Town buildings and grounds for the
residents of the community.
9. Maintains an inventory list of all Town MSDS sheets for chemicals and materials
contained in the various public buildings within jurisdiction.
10. Solicits opinions from the appropriate Department Heads on needed improvements to
major facilities under the jurisdiction of the Select Board.
11. Provides any and all of the above services to the Board of Library Trustees and/or Parks
and Recreation Commission as requested by those Boards.
12. Oversees and leads snow/ice removal efforts at municipal buildings and coordinates with
DPW.
13. Maintains software programs for various projects and facilities management tracking.
14. Performs other duties as assigned.
EDUCATIONAL AND WORK EXPERIENCE
Required: High School diploma or GED equivalent. Five years related experience, including
building maintenance and repair, cost estimation and budget development, at least
two years of which must be in a supervisory capacity.
Preferred: Bachelor’s degree in Facilities Management or a related field. Construction
Supervisor’s License.
SPECIAL KNOWLEDGE/ABILITIES FOR POSITION
– Strong interpersonal skills.
– Demonstrated knowledge of building construction trades and services including HVAC
operations and building/ADA code regulations.
– Computer skills relative to implementing a facilities management system including
remote monitoring.
– Demonstrated written and oral communication skills.
– Ability to work cooperatively with enforcement officials.
– Ability to conduct research of applicable State and Federal Laws.
– Ability to work cooperatively with Town boards.
– Ability to plan, organize, and coordinate a comprehensive municipal building
maintenance program.
– Supervisory experience including supervision of custodial/maintenance employees and
private contractors.
– Ability to respond to the requirements of different jurisdictions with a clear
understanding of Town-wide priorities.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the incumbent is frequently required to be proficient
with heights, walk, sit, talk, and hear. The incumbent is occasionally required to manipulate with
fingers, handle, feel or operate objects, tools or controls; and reach with hands and arms. The
incumbent is regularly required to climb or balance, stoop, kneel, crouch or crawl.
The incumbent must regularly lift and/or move up to 50 pounds. Specific vision abilities required
by this job include close vision, distance vision, color vision, peripheral vision, depth perception
and the ability to adjust focus.
ENVIRONMENTAL CONDITIONS
While performing the duties of this job, the incumbent occasionally works near moving
mechanical parts or in outside weather conditions. The incumbent is occasionally exposed to wet
and/or humid conditions, fumes, toxic or caustic chemicals.
The noise level in the work environment is usually quiet to moderate, but may occasionally be
very loud requiring hearing protections. -
