Lincoln is a residential suburb located 12 miles northwest of Boston. The community is rich in history with a strong tradition of citizen participation. POSITION: Facilities Director
General Duties:
Under the supervision of the Superintendent of Schools or his/her designee and the Town Administrator or his/her designee, is responsible for assessing the condition of all School and Town owned buildings/facilities and ensuring that they are safe, clean, and comfortable.
Develop short- and long-term strategies for preventive and predictive maintenance. Execute projects, including the management, administration, supervision, and technical work.
Direct and manage operations of the Facilities Department, including administrative, supervisory, and technical work related to building safety; preparing and implementing annual capital improvement programs to ensure that Town and School buildings are maintained. Performing all other related work as required.
Examples of Specific Responsibilities:
The responsibilities listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
Oversees the daily operations of the Facilities Department to ensure safe, clean, efficient, and comfortable facilities through proper daily and scheduled maintenance, repairs, and capital improvements. Implements and administers computerized facility work order and preventive maintenance system.
Purchases and maintains an inventory of supplies and equipment, including vehicles. Orders additional items as needed. Coordinates purchasing to take full advantage of cost savings through bulk purchasing.
Engages in crisis management and develops solutions to emergencies caused by failing infrastructure systems, weather events and other unplanned events; marshals’ resources to respond to such situations and establish priorities.
Responds to inquiries from town and school officials pertaining to departmental projects and policies; resolves problems and responds to requests for service; develops plans to improve operations and general maintenance.
Provides or coordinates expertise and assistance to the Town Administrator, Superintendent of Schools, Select Board, School Committee, School Building Committee, and other Town Departments or committees as needed. Participates in all facility-related committees as needed.
Keeps records for the department as needed or required. Submits all reports required by state authorities or by the Select Board or School Committee.
Understands the operations of net zero buildings. Coordinates with town officials to identify energy use reduction strategies including the use of alternative energy technologies, adopt best practices in building operations, and pursues green energy initiative and grant opportunities.
Represents the department at a variety of meetings both within and outside the town; develops and maintains effective working relationships with municipal, regional, state, and federal officials and agencies to ensure compliance with all laws and regulations affecting the work of the department.
Employee management responsibilities include participating in the hiring processes for new personnel, assigning tasks, establishing priorities, ensuring the accuracy of timesheets and payroll, evaluating performance, and when necessary, recommending disciplinary action to appropriate members of Administration. Reinforces expectations for a professional and respectful workplace. Ensures that appropriate training is implemented in the areas of safety, appropriate employee conduct, discrimination and harassment, and race and equity.
Determines when work is beyond in-house capability/staffing. Determines qualifications of contractors for contracting with the Town. Evaluates insurance and bond coverages for compliance with district or contract requirements with the purchasing department. Monitor’s construction activities, including periodic site visits and sample testing as needed, to determine compliance with contract plans and specifications and provides notices of non-compliance or sub-standard performance. Negotiates change orders and recommends payment requests for approval. Provides oversight and coordination of subcontractors and temporary
construction workers for those projects in which the district acts as general contractor or for small scale projects that don’t require a general contractor.
Prepares departmental budget for review by the Select Board and School Committee; oversees the monitoring of expenditures and the maintenance of records, submits reports as required by regulatory agencies; submits annual reports of departmental activities for inclusion in the Annual Town Report. Updates the School Superintendent and Town Administrator, as requested, summarizing activities and makes public presentations on various initiatives and operations.
Develops and maintains building maintenance and capital improvement plans and schedules.
Plan, implement and direct, policies and procedures for snow and ice operations for School and Town facilities, including equipment, personnel, training, and materials.
Prepares grant applications for facility improvement projects.
Oversees the preparation, administration and awarding of contracts in accordance with Massachusetts procurement law.
Performs all duties in accordance with Massachusetts Building Code and accessibility regulations. Oversees compliance with all worker safety regulations including DLA, OSHA, AHERA, and all other relevant laws and regulations.
Performs other duties as required which will occasionally involve direct, hands-on support to other Department staff members.
Basic Knowledge:
Considerable knowledge of the principles and practices of facilities management; technical and practical knowledge of the materials, methods, and techniques relative to public building projects and issues; considerable knowledge of personnel management, collective bargaining processes and purchasing procedures.
Working knowledge of the control of modern, energy efficient HVAC systems controlled through Building Management Systems (BMS).
Knowledge of custodial procedures and best practices for municipal buildings.
Ability to respond to emergencies and solve problems while remaining calm and exercising good judgement; ability to plan, assign and supervise the work of groups of employees engaged in a variety of construction and maintenance operations; ability to consider the views of others and communicate effectively with colleagues, supervisors, and subordinates.
Ability to establish and maintain effective working relationships with town officials and departments, state and regional agencies, the public, consultants, vendors, and contractors.
Ability to prepare and administer budgets and long-term capital plans.
Ability to provide leadership to the department and develop an organizational culture that is equitable, respectful, professional, and effective in meeting its goals and objectives. Demonstrated ability to motivate and supervise staff.
Excellent organizational, time management, and communication skills.
Ability to communicate clearly both verbally and in writing to high level Town leaders.
Ability to give and follow written and oral instructions.
Experience:
A Bachelor’s degree and a minimum of seven (7) to ten (10) years of progressively responsible experience or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Construction Supervisors License or the ability to acquire within 12 months.
MCPPO Purchasing and Public Bidding Certificate or the ability to acquire within 12 months.
Valid Massachusetts motor vehicle operator’s license.
As a condition of employment, must complete a CORI/SORI/fingerprint examination, be subject to a background check.
Education and/or experience in structural or civil engineering preferred. Experience in school construction, energy management and energy conservation projects highly desired.
Independent Action:
Works under the policy direction of Town Administrator and School Superintendent; responsible duties require the exercise of considerable independent judgment in the planning, direction, and administration of the operation and maintenance of the public building infrastructure.
Supervisory Responsibilities:
Directly supervises approximately (18) full-time employees including an office administrator, a craftsperson and (14) custodians, as well as (2) part time workers, including an electrician and courier
Physical Requirements:
Work requires some agility and physical strength, such as moving in or about construction sites, through tight spaces or over rough terrain, or standing or walking most of the work period. Ability to directly take action to respond to emergency needs. Assist craftspersons with projects and repairs as needed.
The employee is frequently required to stand, walk, sit, speak, and hear and use hands to operate equipment; the employee is occasionally required to lift and move objects weighing up to 50 pounds.
Vision requirements include the ability to read and analyze documents, use a computer, and operate a motor vehicle.
Work is performed under typical office conditions; outside work involves exposure to variable weather conditions and hazards associated with construction sites. The volume of work is subject to emergencies and weather-related conditions. The
employee may be required to attend evening meetings and work outside of normal business hours, and is on call to respond to emergencies.
The employee operates standard office equipment and an automobile.
The employee has extensive contact with town department heads, principals and other educators, federal, state, and regional agencies, the Town Select Board, School Committee, contractors, and consultants. Contact is in person, by telephone or internet, and in writing.
The employee has access to department-oriented confidential information, including personnel records and other employee information, lawsuits, and bid documents.
