Highly responsible position supervising the maintenance of the physical plant and facilities & grounds of the Salem Public Schools. This position requires managing staff and contractors, ensuring alignment of the department with the vision and mission of the Salem Public Schools, overseeing the department budget, and ensuring a safe, healthy, functional and clean environment for students, staff and the community.
ESSENTIAL JOB DUTUES
I. Physical Plant
a. Overall responsibility for proper maintenance & cleanliness of buildings, ground, machinery, facilities, and equipment in compliance with School Department policies and those of other regulatory agencies of the City, State and Federal government.
b. Plans for coordination and supervision of snow removal, working closely with the Superintendent, Business Manager, contractors and city personnel to assure safe passage of pupils, other personnel and vehicular traffic about the school buildings.
c. Inspects facilities and determines need for cleaning, repair and maintenance services, assesses damage, and arranges for emergency repairs as needed.
d. Maintains repair and maintenance records of all elements of the physical plant.
e. Maintains inventory of equipment and supplies to assure proper maintenance and repair service.
f. Recommends procedures for the cleaning, repair, maintenance and security of facilities through the Office of the Business Manager.
g. Prepares requests for quotations and specifications for public bidding projects.
h. Recommends methods and means of improving overall operation of the physical plant in areas such as energy conservation and maintenance procedures.
i. Monitors and provides training for the AHERA asbestos survey, pest control, water testing and other management plans for the Salem School Department.
II. Human Capital
a. Supervises maintenance, custodial and grounds personnel in conformity with regulations and policies of Salem School Committee.
b. Reviews applications, interviews and recommends applicants for employment through the Office of the Business Manager.
c. Schedules work force to accomplish unusual as well as customary and regular custodial, maintenance and inspection tasks, taking into consideration vacation leave, part-time, overtime and other work assignments as required.
d. Orients new employees to their jobs and instructs them in their duties, conducts/coordinates training sessions for required techniques and recommended custodial and maintenance procedures.
e. Approves part-time, overtime and other work as required
f. Develops in employees as attitude of interest and willingness in their service to the citizens of Salem, the Salem School Department, its employees and its students.
a. Prepares annual custodial and maintenance budget through the Office of the Business Manager.
b. Prepares purchase orders and approves expenditures within budget guidelines and in conformity with School Committee policies.
c. Approves employee time cards submitted for overtime work and for part-time work.
d. Inspects work performed by contractors and approves contractor’s invoices for payment.
IV. General Administrative
a. Works in cooperation with administrators within the School Department as well as those in the City.
b. Is responsible for responding to emergency calls during non-working hours including, but not limited to those from Police and Fire Departments, the Superintendent and Business Manager, and the alarm company.
c. Works with and oversees contractors engaged in the repair and maintenance of the physical plant.
d. Acts as liaison between regulatory agency representatives (e.g. building inspector, boiler inspector, etc.) and the Salem School Department.
e. Ensures all applicable inspections and permits are kept up to date.
f. Keeps informed of developments in the area of plant and equipment repair and maintenance by attending appropriate seminars and training workshops within the State.
g. Implements policies and procedures not listed above at the direction or request of the Business Manager.
Other duties as assigned
a. At least five years of continuous supervisory experience in the field of buildings and grounds maintenance; building construction; and heating and ventilation installation, repair and maintenance required. Seven to ten years’ experience preferred.
b. At least three years experience in the above must include managing multiple properties.
c. Comprehensive knowledge of operational, maintenance and repair procedures of heating, ventilating, cooling systems and controls; water service and plumbing; electrical, lighting and communication systems; motor vehicles; and other various equipment within the School Department
d. Knowledge of appropriate materials, equipment and methods for proper maintenance of the interior and exterior of ·all buildings, grounds, athletic facilities and related facilities.
e. Experience in developing bidding specifications for construction, renovation, and related projects.
f. Demonstrated experience supervising and managing all stages of large scale construction projects.
g. Demonstrated leadership abilities through successful supervisory experience.
h. Licensed in the Commonwealth of Massachusetts as a master plumber, electrician, general contractor or HVAC technician & willingness to maintain the applicable license throughout employment with the Salem Public Schools.
i. Current MCPPO (Massachusetts Certified Public Purchasing Official) Certification, or willingness to become certified within one year of employment & willingness to maintain throughout employment with the Salem Public Schools.
j. Experience in a similar role in a school district strongly preferred.
While this position typically encompasses the school day’s regular business hours, emergencies, events and meetings often take place during the nights and weekends and often require on-site presence at those times. This role is required to assist in all duties of the role (maintenance, cleaning, etc.) and be able to perform duties on a limited basis in the trade in which they are licensed.
Role is classified as Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
